State report gives Madison Metro high marks
By MARV BALOUSEK
[snip]
The city's cost per passenger of $2.77 was below the average of
$3.45. [snip]
Each Metro passenger on average costs the system $2.77, and the cash fare
is $1.50...
so if we ignore for the moment, the other lower fares Metro often receives
for rides (I think I paid $12 for a card that gives me ten rides, and I
know UW employees and others can get an annual pass that pays Metro less
than that per ride),
then $1.50/$2.77 = 55%, meaning the cost to transport a passenger is
subsidized at 45% by revenue from some source other than the user fee (the
fare).
Since I previously reported (to the bikies list, I think) that a study
undertaken for WisDOT showed that about 44% of the costs of roads are paid
for with something (generally property taxes) other than user fees
(gasoline taxes and registrations), I'd like to point out, just for the
record, that we've essentially proven here that driving a car and taking
Metro are subsidized at almost exactly the same rate.
For those of you that didn't see the previous thread on bikies (and are
still interested), here's the snippet that was sent to me by a professional
transportation planner/analyst working for a government agency right here
in the city of Madison:
"WisDOT contracted to have a pricing study done as part of their last
state plan done in the mid-1990s. Analyzing 1992 data, the study
concluded that 44% of total public roadway expenditures were covered by
non-user fees (primarily property taxes)."
