I don't disagree with a)  <that few people will actually follow the
advice to pull over and stop.>  That does not mean that we should not
promote the behavior we desire.

Regarding b) <The emergency breakdown lanes on limited access highways
should be used for emergencies. Finding out whether this is a bad time
to be driving is not an emergency situation. Therefore, pulling over and
stopping in order to find out what the traffic is like ahead of one is
detrimental to the safety of everyone.>   My intent is for people to
pull over at a rest area, or get off the highway aznd stop at a gas
station, restaurant, etc. if on a limited access road.  Or pull over to
the curb (if legal) on a city street, etc.
