Good a place as any to chime in on this. Madison is always touted as such a 
bicycle-friendly city. It is, but only in comparison to other places that are 
essentially bicycle-impossible. I lived for a few years in Durham, NC, 4 miles 
north of downtown. There literally was no way I could bicycle to downtown w/o 
risking life and limb and angering a lot of drivers because the roads were so 
narrow that there was no room for 2 cars and a bike at any one spot.
 
If Madison wants to be a truly bicycle-friendly city, it has a looooong way to 
go.
 
PS: I went to college here many years ago and always bicycled. It was youthful 
carefreeness and luck that kept me unhurt during those years.

If anyone's riding around with a digital camera or one of those camera phones, 
and wants to take a picture of where Madison is letting bicyclists down, go to 
the bottom level of Monona Terrace, east of the monstrosity itself, near where 
the elevator empties.  There is a bike rack actually right on the other side of 
a wall from the Law Park bike path.  The snow from the massive sea of concrete 
down there is pushed up against the bike rack.  Another pile of snow is right 
near the east exit of the sidewalk to the path.  At least this time you can get 
through, but having a picture of it would be nice to have on file.
