The whole problem with "good data on the subject" is that it's a moving target. 
This year, the major culprit may be cell phones. Next year, it might be MP3 
players. We don't even know what gadgets will be available two years from now. 
Trying to keep up legislatively with this arms race will have the legislature 
and advocates chasing their tails.

What this means, of course, is that it's not about the gadgets, or at least not 
about the particular gadget. Rather than throwing more laws at the problem, it 
really comes down, as stated, to more useful enforcement of existing law. 
Whether anyone writing the definition of "inattentive driving" back in the 
olden days had cell phones, jet packs or what-not in mind doesn't matter; it 
applies now.
