A law banning cell phone use would be a tough, tough sell. Below is an

cellphone (or MP3 player, or et cetera) by a pedestrian while crossing a street:

If you take this bait, let me help you get that burn going: it would be legal in
Wisconsin for the 16-year-old kid driving his parent's SUV to use use his
cellphone driving through a crosswalk, but not for a pedestrian in NYC to use
hers while otherwise crossing the street legally.
