It appears the Wisconsin DOT is restarting its long-range 
transportation planning activities ("Connections 2030").  I have 
received the following email notice from a DOT listserv, which 
indicates the public has an opportunity to comment on the "Draft 
Connections 2030 Public Participation Plan plan":

The Wisconsin Department of Transportation (WisDOT) plans to amend the
public participation plan for Connections 2030, the state's long-range
transportation plan. The changes relate to consultation activities as
required by the federal Safe, Accountable, Flexible, Efficient
Transportation Equity Act: A Legacy for Users.  Other minor changes 
are also
proposed.

Copies of the amended draft public participation plan can be obtained 
from the Connections 2030 website, www.wiconnections2030.gov, by 
writing WisDOT Division of Transportation Investment Management, 
Bureau of Planning, P.O. Box 7913, Madison, WI 53707-7913, or by 
contacting Bobbi Retzlaff at 608-264-7266.  Public comments on the 
revisions will be accepted until April 16, 2007.

Finally, you might want to take note that the "stakeholder meetings" 
and public surveys on the plan all took place well over two years ago, 
which is before the public concerns about global warming became more 
widespread, and also before publication of many of the latest 
scientific studies linking increased road emissions exposure to nano-
particles and gases with many common but often fatal human illnesses:  
stroke, heart attack, cancer, respiratory attack episodes.  

Therefore, it would seem only prudent that the DOT consider re-
initiating a number of those consultation meetings, rather than going 
with the old information.
