I looked over the 14 page PDF document and had this to say (and submitted it to
WisDoT):
Dear WisDoT,
The Connections2030 public participation plan is strangely silent regarding
what constitutes fairness of access to the process. Organizations with
professional lobbying, political and organizational capacities could overwhelm
the process, omitting inputs from less sophisticated parties. The public
participation plan should therefore include a transparent method to identify
stakeholders' various degrees of self-interest and capacity.
The Connections2030 public participation plan mentions a range of groups and
individuals as the target audience ("...participation from a comprehensive
group of stakeholders representing a cross-section of the state: .
Transportation interest groups . Business and economic development interests .
Environmentalists . Elected officials . Non-elected local officials . Regional
planning commissions . Metropolitan planning organizations . Other state
agencies . Minority populations . Low-income populations . Persons age 65 and
over . General public . Tribal governments . Federal agencies"). Missing from
this list is a very powerful self-serving interest group: namely the highway
construction and motor vehicle industries. The public participation plan should
acknowledge the role of these types of entities and how their potentially
(well-funded) strong voice will be managed during the development of the draft
plan, public input phases, and final plan.
