Troy,
 I'm all in favor of school impact fees, but state law prohibits it. I'm
not sure of the motivation, but I'd guess the developers would be pretty
unhappy about adding to their costs.

I have no idea why some elected officials promote residential development
as being good for the local economy - it creates a major unfunded mandate.
