Washington state has become the *first* state to ban text messaging while operating a vehicle-- in the other forty-nine, it's legal.

But to get busted-- max fine $101-- a driver must commit some other and concurrent traffic offense. This is in stark contrast to the state's "click-it or ticket" seatbelt law, which does permit issuing a single-offense ticket-- a strange legal economics in which a victim-less crime is penalized more heavily than reckless behaviour. Talking on a cellphone while driving is still legal in Washington, but I guess this is a baby step forward.
