I didn't read the entire thread. The short answer is:
#1 There's no real reason that trails can't be built along active rail lines,
there are even a few examples in Madison. You can probably piece together some
good support from various experts that it can be done safely.
#2 Working with the railroads is one of the hardest things that a bike/ped
advocate can do (some companies worse than others, but none are particularly
easy)
