I reckon it's because (surprise surprise!) the timing is entirely set up for 
car traffic. AFAIK, the only time that "flying right" arrow is red is when the 
eastbound Wilson -> Willy light is green. And _that_ light is only green when 
Nolen <-> Blair and westbound Willy -> Wilson are both red. In other words, the 
sequence only reds that arrow when another _car_ thoroughfare requires it. And 
it's a VERY short part of the sequence, if memory serves.

I know that intersection is slated for a complete redesign, but since that 
might not be done 'til the Jenna Bush - Chelsea Clinton Presidential race, and 
since flying-right turn lanes are universally recognized as a Bad Thing, could 
something be done in the interim at least to take out that flying right?
