As Cathy in La Crosse points out--there are many ills connected with
autos, driving, and our roads.  Topping the list I would expect would be

drunkenness, then attitudes, inattentiveness--cell phones, babies,
squabbles with passengers, music, etc.  But drunkenness tops the list.
(Strangely, our "former" Lt. Governor as top cop generally received a
pass on that account!)  But worldwide the laws have reduced the limit to

nearly zero in every country.  Of course "Prohibition" didn't stop
drinking and everybody must live with that fact.  And no "intelligent"
person would drink and drive considering the personal consequences even
if the thought of injuring or killing a bystander does not come to
mind.  But then why don't the groups such as MADD or,
"heavens"--Government--provide free breathalyzers to individuals when
they get their annual licenses and to bars or to just about anybody.
They cost little and the one-time only strips cost even less.  But
nobody talks about such.  People are going to socialize with friends and

then will have to drive home.  That is a fact.  But how long they sit
around after the last drink can be determined before they hit the road.
Sure their will be the few who have no license or insurance and become
"dead drunk" every night---they will always be a hazard.  But just like
other anti-social categories of behavior--they are part of the species.
But the ordinary social drinker constitutes the bulk and the threat and
we simply ignore a solution which would work on the part of society
actually responsible for their actions.  Handing out breathalyzers would

be similar to handing out fresh needles to drug users and that is
acceptable and a reality.  Possibly such a device would have saved our
"former" Lt. Gov.
