They should be funded by DOT's enormous budget. They already fund a lot
of motorist/law enforcement/construction safety messages, so some air
time for bicycle rights and safety would put a little "balance" into the
picture.

There are two public service announcements aimed at motorists
regarding bikes that are in the can and ready to go and just awaiting
funding to be aired. SCC and BFW did them last year. The Platinum
Committee has recommended funding those ads.
