I found out a couple years ago that the construction zone PSAs are actually paid for - both production and placement - by the unions that represent the highway workers. Many of the motorist PSAs are also paid for by groups - either non-profits or large companies. An example would be drunk driving ads paid for by breweries. Or insurance companies using education in their paid advertising.

Note that one reason you see them so often is that they are PAID placements. Regarding Eric's question, yes, Bike Fed did research the cost and possibility of getting free placement in prime time (or at least higher viewer time.) The work was done for the Dane County market, because that's what the grant specified that funded the work. If anyone in any other market around the state is interested in doing that research, please contact the Bike Fed office. They can always use some extra hands that will take on a volunteer mission.
