Whenever I think about bicycle boulevards in Madison, E. Mifflin Street is the first location that comes to mind. It's a natural route for bike traffic on the north side of the Isthmus, and the new Yahara bike path will accommodate most people who need to continue on to Sherman Avenue.
The biggest problem I would see for a Mifflin bike boulevard would be at the west end, where there is currently no legal and convenient way for westbound riders to continue to the Square, since the 100 block of E. Mifflin is one-way eastbound and the sidewalks are unsuitable (and illegal) for biking. It would take some creativity to solve this problem, but it probably can be done.
