A friend had a nasty experience yesterday (7/25/07), so I offered to pass the 
following story and questions on to this list. I'll pass on any thoughts folks 
might care to share.

"I am a commuter cyclist (avid helmet wearer), and on this occasion was 
laiden with groceries as I made my way from Willie Street Coop to the Monona 
Terrace via the bicycle route to park my bicycle to attend the Concerts on 
the Square.  At approximately 5:30, I approached the intersection of 601 
Williamson where cars were bumper to bumper exiting Machinery Row and the 
oncoming traffic was moving through the right hand turn lane into Machinery 
Row. I slowed and stopped my bicycle just in front of the stopped cars, as I 
did I was rear-ended by another cyclist.  The other cyclist (male caucasion 
late 20s/early 30s, red cut off t-shirt, blond short hair, no helmet scraped 
my right leg with his metal pedal and had his bike handlebars interlocked in 
my bike frame, he tore his bike off mine (removing gear and brake cables from 
their holders), yelled at me that I should not have stopped, and that he was 
'catching up to me the entire time'.  I yelled that he was following too 
closely and to stop to exchange information.  He ignored me and proceeded 
cycling away.  Other cyclists passed me with long looks, but did not stop to 
help. I stopped 50 yrds away from the intersection to recover on the side of 
the bike path. 
 
Do cyclists have the same legal obligation to stop after an accident as 
motorists do?  If not, what can a Hit and Run victim do? "
