Mitchell.  The Madison Platinum Bike Committee has addressed this 1 block 
problem - and 
both ends of Main Street off the Square as other examples.  It is recommended 
that bikes be 
allowed to bike against traffic with appropriate signing on low volume short 
one-way 
segments.  It is done many places in Europe.  One's that I am familiar with are 
in 
Copenhagen and Switzerland.
