These changes will help, but the underlying problem with this intersection
is that it's really complicated and confusing.  Bikers are always trying
to second-guess the signals, because the signals are set up for cars or
pedestrians, and sometimes they guess wrong.

I think it might be useful to have a special set of signals for bicycles
at this corner, to tell bikes when it's safe to cross the street, or move
to the median, or whatever.  It might also be a good idea to find a way to
encourage bikers to cross Willy St. at Blount instead of Blair.  This
might seem counterintuitive (and it would require another traffic light),
but the Blount St. crossing is a lot simpler than the
Willy/Wilson/Nolen/Blair intersection.
