We are working on other changes at this intersection as well.  This
change is the first step.  Full plans are not ready yet.

These changes will help, but the underlying problem with this
intersection is that it's really complicated and confusing.  Bikers are
always trying to second-guess the signals, because the signals are set
up for cars or pedestrians, and sometimes they guess wrong.

I think it might be useful to have a special set of signals for bicycles
at this corner, to tell bikes when it's safe to cross the street, or
move to the median, or whatever.  It might also be a good idea to find a
way to encourage bikers to cross Willy St. at Blount instead of Blair.
This might seem counterintuitive (and it would require another traffic
light), but the Blount St. crossing is a lot simpler than the
Willy/Wilson/Nolen/Blair intersection.
