Actually, UW Transportation Services has been tracking compliance quite closely
and 95% of mopeds on campus have the permits. They write up a report every
month.
I'm not sure why you seem to be experiencing a disproportionate number of
violators...but when I've looked (I look every time I see a moped) I have yet
to see one without a permit. I also rarely encounter mopeds parked at bike
racks on campus these days...and I look at a lot of campus bike racks.
10,000 moped brochures were printed for the fall and most were handed out at
SOAR...so new freshmen have been warned. In October, we'll be doing our
biennial transportation survey and we'll have a special focus on mopeds by
doing a special sample. When school starts, mopeds without permits or parked
inappropriately will be ticketed. This will be the second year of enforcement
of this policy...with a year before that spent in educational efforts.
People really are trying to remedy this issue. That doesn't mean that things
are perfect...but an effort is being made.

Enforcement is apparently nonexistent. While there are plenty of
mopeds parked on campus, I haven't seen one with a sticker in a very
long time. This is unfortunate, because the new parking policy
significantly reduced the number of mopeds terrorizing pedestrians on
campus sidewalks. If enforcement is not renewed and publicized later
this month, we'll be right back where we were a couple years ago.
