Actually, as someone who lives in the area, is not deterred by E.wash
but seldom uses those lanes, I think the lack of weekly destinations is
the largest factor influencing my route choice. 

I have noticed that the lanes do get used by people travelling from the
Darbo Area into the Ella's-WalGreen's area to the west.  Aside from some
the new Mexican restaurant (El Pescacador?), Ella's and Walgreens, there
are no compelling destinations in that area for me. 

I have not ridden it yet, but based on my knowledge of the design
discussions, the biggest safety barrier is likely to be the hwy 30
interchange - which has two lanes of traffic crossing the lane and
accelerating up to 50+ mph.  For me, addressing that bottleneck would
open up the areas to the east (willy bikes, chiropractic, vision clinic,
etc.) to bike travel.

>From a speed perspective, East wash could be an ideal travel corridor
for people wanting to get downtown fast on a bicycle if that bottleneck
could be addressed.  I would even ride more to east town mall in that
case!
