Not to beat a dead horse...but more to just reassure myself that I'm not insane 
and rewriting history...I checked and the BFW election policy, as it stood in 
winter 2003-2004, was published on the front page of the Wisconsin Bicyclist:

Note the following in the last column:
"Qualified candidates are narrowed down and the Nominating Committee, with the 
authorization of the full board, selects individuals to appear on the election 
ballots as endorsed candidates.  Other candidates may be featured on the ballot 
if they so request, or individuals can run as write-in candidates."

A lawyer would hang up on that word "may" (as opposed to SHALL)...but I wrote 
the policy and the INTENT of the policy (my intent) was that all persistently 
interested candidates would be put on the ballot...so that there would never 
again be a debacle like the one that we currently find ourselves in.

Note also that the highest vote getter in that year got 143 votes and the 
lowest got 119.  The write in candidates were also published in this article 
and how many votes that they got.  I'm nearly positive (though my memory is 
failing) that this was the election that John Rider was convinced not to run 
in.  Even a half-hearted write in campaign can get 15 votes.
