Ann, Get the police incident report. They failed in at least two procedures: 1) Arresting/identifying the "first" thief, and (2) impounding the bike. If they had at least done (2), and you have the serial number, you might have been able to get it back from impound. 'Course, if it had an $8 city license decal, they might have been more likely to impound it, and the Property Room folks would've called you.
Come to think of it, maybe the cop just went back to her/his squad car, to call the bike pickup folks, who then came with a van and picked it up.
