These kinds of collisions happen all the time, but very few people go to jail for it. The only difference here is the degree of injury.
I heard that the driver in this case panicked and put the vehicle in reverse after first hitting the women, only to backed over her a second time. Tragic, to be sure, but not criminal. The driver receiving a citation was sufficient in my opinion. We don't need more people filling up our jails and prisons for these kind of violations. What we need is more educated drivers, higher fees for these kind of violations, and less driving.
