Dear Group, In 1971 I was associated with a large scale promoter in a SW suburb of Chicago. I was establishing a mortgage banking arm for his integrated operation. But I saw first hand how they worked politicians and made money. The principle was to tie up land with purchase options while you paid off politicians to rezone the area away from farmland. On one occasion this promoter gathered his entire entourage in which I was included, and we went to the political seat of Will County to achieve both a zoning change and an access to a potential development. At that time, the Will County Board was controlled by "mafia" at the Fochi Bros. gravel pit. That is where we all met. At that meeting, the developer asked these mafia guys about the primary Chicagoland sewer and water contractor--Paul Carson, who was prominent in development as an investor and who had purchased a large development from the promoter which whom I was associated that year. The promoter was sure that Paul Carson was also "mafia." The Will County guys laughed and said that Paul Carson was a "cousin" who had changed his name from Italian, for business reasons.
