I agree that leaving a bike parked on State Street all winter is causing
problems worthy of addressing.  I suspect the underlying problem is that
there is a lack of convenient long-term bicycle parking for UW students
living in the area.  Also, many UW students find it less expensive to
leave their bike in Madison and buy a new one back home than to ship it
home when they graduate.  And if memory serves, both issues have been a
problem for at least the last 7 years, and probably a lot longer.
 
Sounds like it is time to raise the issue again with the proper
authorities.

I agree that bikes parked at public and university (non-dorm) racks that
are unused for more than a few days (or a week) should be ticketed and
picked up. City workers should not have to shovel around abandoned
vehicles.
