I agree that leaving a bike parked on State Street all winter is causing problems worthy of addressing. I suspect the underlying problem is that there is a lack of convenient long-term bicycle parking for UW students living in the area. Also, many UW students find it less expensive to leave their bike in Madison and buy a new one back home than to ship it home when they graduate. And if memory serves, both issues have been a problem for at least the last 7 years, and probably a lot longer.
