You seem to miss the point.  All these things escalate.  Both the desires of the STATE and the technology.  I presume the technology IS there to give you an "eyeball scan" as you walk or drive by.  And the desire will creep soon.  Isn't that how all government works?  In London they can see you and your bicycle, cannot they?
