And of course, it is not actually the camera that is causing the
increase in rear-end collisions, but another poor driving practice:
Following too closely.  The motorist's handbook currently recommends
four seconds of following distance, more if following a
motorcycle/moped/bicycle.

Perhaps some targeted enforcement on following distance for two weeks
prior to installation of an RLC could further improve the safety.
