I sent Jeff a longer response before I realized he had also sent this to the
list and not just me. Darn that digest.
Anyway...the short answer is...UW Hospital is on campus and falls under the
13,000 stall cap. "The Lucky" is private property and does not fall under the
stall cap. A map of campus is at http://www.map.wisc.edu/ The UW can not stop
a private developer from putting in a parking ramp.

It's entirely obvious in experiencing the huge influx of traffic and street
congestion when UW is in session (including when there is no Obama rally or
other Kohl Center event) compared to periods when UW is not in session, that
UW is a major contributor to Madison traffic congestion, and it does seem to
become more severe every year.
There are many campus or "campus related" buildings going up every year, such
as the recent UW Children's Hospital; more ongoing health center construction;
and buildings such as "The Lucky" apartments/dorms on Johnson Street. "The
Lucky" has a very large parking structure attached to it. If this is under
the 13,000 stall cap, then what parking has been abandoned or will be
abandoned upon completion to offset these new spaces?
Also, assuming Madison EVER has rail service in the Campus Drive corridor,
does the UW master plan call for a cut in parking stalls to encourage heavy
use of rail service to campus, by those whose destination is the UW campus?

Good for Ripon College, President Joyce! I wish cycling was the
prevailing thought at UW-Madison, where I attended grad school (many
years). Although there is a fair amount of cycling on campus, there
was/is a constant battle with parking ramp proposals
in Madison.
