For the record, there was an amendment to the Assembly Bill, AB 828,
which did get a hearing and was reported back out to the full Assembly,
that changed the language on rear lights to allow a red rear light in
lieu of the otherwise required red rear reflector.  The exact language
would have been " For a bicycle, a lamp emitting a red light visible
from a distance of 500 feet to the rear may be used in lieu of the red
reflector.".    See

My understanding is that the amendment was proposed at the request of
BFW.
 
If this did not get through the Senate, then I would suggest changing
the language on rear lights to something like
 
"A lamp emitting a steady or flashing red or amber light visible from a
distance of 500 feet to the rear may be used in addition to or in lieu
of the red reflector."
 
We can debate whether or not to include color of the rear light or
whether the red reflector should always be required or if the rear light
is sufficient, but it should be positively stated that the rear light
can be either steady or flashing.
