The guy who used to provide pedicab service on State Street told me that 
pedicabs are treated as taxis, requiring $1,500 annual licenses and the 
obligation to take people wherever they want to go in the city. The way he got 
around it was by working only for tips, with no set fare. He said that worked 
out pretty well, and he was making something like $40/hour, largely by being 
around at bar time or for football or basketball games. I understand tips-only 
is a common pedicab strategy around the country in places that don't have 
specific, and more realistic, rules on pedicabs.
