My exhaustive research (90 seconds with Google) didn't reveal anything like this in any other state. Though the Wisconsin law that Wolfgang alluded to does permit bicycles and motorcycles to proceed through a red if safe and you've been waiting 45 seconds and you didn't trip the sensor.
