Just as the city owns numbers of picnic tables (or whatever) that can be moved 
around as needed, they should own movable bike racks. They can be part of the 
reservation package and ordered along with other needs for whatever activity is 
being planned. That would seem to be the common sense solution. (I know, I 
know.)

racks at Olin Park to cover the needs of the beer festival?   The city
provides many, many parking spaces for cars at Olin Park.  How many
spaces does the city provide at Olin Park for bicycle parking?  Why can't
the city provide bicycle racks?

The Bicycle Federation of Wisconsin in Madison currently has numerous
extra bicycle racks just waiting to be used for events such as the
upcoming beer festival and last week's Madison Blues Society (MBS) event
at Warner Park.  (I checked two of them myself last weekend for the
Madison Blues Society blues picnic at Warner Park -- I am a volunteer
officer for the MBS).  The racks worked great!  So why require the non
profit organizations to find more volunteers (most non profit
organizations are already stretched beyond the limit for volunteers) for
a bicycle corral when bicycle racks might work just as well?  

It should be the City's responsibility make sure that ample bicycle racks
are at their parks for the events that they permit (and tax!).   Why
can't the City work with the Bike Fed to get some or all of the Bike Fed
bicycle racks to Warner Park?  As I understand it, they have 20 or so SAR
bicycle racks which need a home anyway.  (Just Coffee doesn't want them
in back of their store anymore.)  

On a longer term basis, maybe the Bike Fed should just lend those racks
to the City so the city can move them around to various parks having
events that the city is permitting and store them at parks in need of
more bike parking year round?

Every Giants game features free bike parking at the park. The tab is
picked up by the Giants organization, and it is a very slick
operation. I saw how they did it last year when I was out there.

Of course the organizations putting on the events in Madison's parks are
not professional major league baseball teams and to suggest that they
should be subject to the same regulatory requirement is absurd.  

So why not move some of those Bike Fed racks to Warner Park this
Saturday?
