If I were a legislator at the fed level, I would tie the money to
conditions of transit friendliness in all new developments. In other
words, cities like Madison which are on a rampant highway building
spree would not be eligible.
That'd learn 'em a thing or two.
To just spread out the cash evenly no matter the conditions on the
ground in each locality, the $$ would just be frittered away on bus
lines that get overstretched across long distances with too few
people. In other words, there needs to be the appropriate densities
and mixes of uses high enough to support transit.
It's all about geography--something the highwaymen-in-command are
averse to thinking about.
