bicyclist safety has been
central to transportation and land-use planning in Europe.8 That

Incredibly, the police cited
motorists for traffic violations in only one-fourth of pedestrian and
bicyclist fatalities, although
motorists were involved in almost all these fatalities and were
unquestionably at fault in at least
