This article from Canadian national paper The Globe and Mail tells the story of Igor Kenk, a Slovenian immigrant to Toronto- often rated as or near North America's top bicycling city- who has been charged for running a massive stolen bicycle empire in the city. According to pretty much all the players, official indifference has allowed the scheme to run unmolested for years, and it looks like only his willingness to be interviewed about it forced authorities to put a fork in it.

I recommend the audio interview (see the Flash video in the left sidebar), in which Kenk claims that he tries to represent "what bicycle would want." I guess he can sense the frustration that a bicycle feels when left rusting against a garage wall and the liberation it feels when one of his customers rides it away from his second hand shop.

Thank god nobody in Madison has built a bicycle empire based on bicycle theft and official indifference...
