It looks like Alder Larry Palm is still having some difficulty voting for the environment....(see Phyllis Hasbrouck's appended message below).

The drumbeat for expanding US Highway 14 has already started. With more sprawl development like this the increased traffic will make it "inevitable" that the the Black Earth Creek will have to be paved. Keep in mind that Black Earth Creek is a Class I Trout Stream (http://www.madison.com/communities/becwa/). It is a world renowned restoration project. (And contrary to what the highwaymen will tell you, giant culverts below giant highways are not good trout habitat.)

And of course the biking out there is spectacular. More sprawl means more traffic out on the little country roads like CTH K as they clog up US 14. This is the sort of development that is slowly killing great biking in the Madison area.

Developments like this will undo decades of work by countless volunteers and, yes, far-sighted politicians.

Please consider writing a letter to Ald. Palm, today.

You helped in the campaign in January and February to get strict new criteria for the CARPC, the Capital Area Regional Planning Commission, the body that decides on whether new sewered developments can be built in Dane County. We need you to make a phone call or send an email TODAY as part of the ongoing struggle to preserve our groundwater, lakes and streams, and farmland. We need you to contact Commissioner Larry Palm, who was appointed by Mayor Dave Cieslewicz to represent the interests of the people of Madison on the CARPC.

Larry Palm was a swing voter who helped approve a new set of criteria which aimed to preserve more land and water and to stop more sprawl. But things aren't turning out that way. Since February, 2 of those commissioners who voted for the new criteria have been replaced, and one has resigned. Since February the CARPC has approved 9 developments and disapproved none. In fact, neither the CARPC nor its predecessor the RPC has EVER TURNED DOWN A REQUEST FOR AN URBAN SERVICE AREA EXTENSION.

That needs to change, and soon. The Village of Mazomanie wants to expand its Urban Service Area by 187 acres when it already has 117 buildable lots, contradicting the CARPC's expressed intention to fill in Urban Service Areas before expanding them. Ald. Palm needs to take a stand and help make this the first Urban Service Area Expansion ever denied by the CARPC or its predecessor. We need you to contact him TODAY to urge a NO vote.

WHAT'S WRONG WITH THE MAZOMANIE PROPOSAL? Here are some quotes from the Town of Mazomanie clerk, Maria Van Cleve.

* "No contiguity between the Village of Mazomanie and the new "Village of Mazo East."

The Faga property will be developed East to West. There will be ABSOLUTELY no connection between the two villages for at least 10 years. Even after the second phase of development is completed there will still be no significant connection between the old village and the new one because there is a major area (and a creek and railroad tracks) that can never be developed."

* "Currently there are 117 buildable lots in the Village of Mazomanie. Additionally there are scores of previously owned houses on the market here."

* "Transmission line

,,,a power transmission line Šruns directly through the Faga property beginning about 500 feet west of Voss RoadŠThe power company has a 100 foot easement on either side of this transmission line, yet I see no corridor reflecting this easement in the developer's plan. According to the plan, this transmission line will run across streets and through backyards."

* "Garbage and sediment run-off from Wendt Creek
