What the Mayor said:

"When I was putting together my budget in September I was faced with basically
two choices. I could call for raising fares to $1.75 or $2.00. (Not raising
fares at all was pretty much off the table because I didn't want the deep
service cuts that would come without a fare increase.) '

What he meant:

"I unilaterally decided that Metro should spend money on my pet projects (e.g.
marketing manager), but I'm not going fund it, because I'd rather spend that
money on expanding highways. So we'll stick the bill with those least able to
afford it. During a recession. "
