Actually, the Fish Hatchery Project will improve biking on Fish Hatchery
Road at it eliminates a conflict point. I think that Fitchburg was the
first to note the opportunity and pushed for bike accommodation, which was
supported by Madison. I believe that Darin was at the public meeting on
this issue.

Beltine fares to increase by 33%
------------------------------------

MADISON (Dissociated Press) - Wisconsin DOT is planning on a major increase
in user fees for
drivers on the Beltine highway. DOT officials explained that they need the
extra fares to pay
for nearly $100 million in planned highway improvements (see accompanying
article
http://host.madison.com/wsj/news/local/article_097e5d76-cdc6-557e-ad8e-b20cf
511febc.html )
The proposed projects will improve safety for drivers who typically drive
10-20 mph above posted
speed limits.

The fare increase has been strongly endorsed by Madison Mayor Pave. "We
already spend millions of
property tax dollars on our highways. Its was only fair that the users
actually pay directly for
these improvements " he said.
"Once drivers realize they save 5 minutes on their commute, they'll realize
the fees, the
distruption due to construction, the paving, the relocation of businesses
and homes, are all justified".

The Madison beltline highway, which is restricted to motor vehicles,
currently charges a user
fee of $0.00. As with all DOT projects, there will no be no opportunity for
public input other
than to look at the plans.

When asked if the projects at the intersections of Verona Road, Fish
Hatchery Road, and Park Street,
will improve access for bicyclists and pedestrians, state, country and city
transportation officials
all laughed. "In your dreams, buddy".
