Of course I meant there is no (tax) benefit to UW-Madison, since UW-Madison
is the employer who could provide the benefit to the original poster of this
thread, Robin.

Obviously, there are benefits other than tax reduction that arguably outweigh
the costs (and they are the justification for UW to subsidize bus passes for
its employees). But they probably won't prevail until there is no longer
conflict between providing bus passes and bicycle commuter tax benefits.

My understanding is the opposite, employers benefit from offering the Bicycle
Commuter Tax Benefit in the form of a reduction in their corporate income
taxes.  Thus there is no benefit to employers such as UW, State of Wisconsin,
City of Madison, or even the BFW, since all are non-profits and do not pay
corporate income taxes. For these employers, offering the Bicycle Commuter
Tax Benefit would simply add to their costs.
