Title: ALERT: AB 960 Anti-rail bill in JFC
I certainly agree that this bill which seems to have much support is discriminatory in that rail is singled out.  The fact is that in my opinion and others against such preliminary spending for studies later to be used to promote and lobby for a view on transportation,  that such a law should prohibit promotion planning across the board for all transportation projects not "enumerated."

Thanks for passing along this…disgusting news.  It would appear that fighting against any and all threats to Happy Motoring is the centerpiece of Republican strategy this year.  A perusal of the list of Brett Davis’ campaign contributors is very enlightening in this regard.

 

Question: in existing state law is there any comparable language which stipulates that the DOT may not encumber or expend “any federal, state, or local funds for any aspect of a highway expansion project, including for costs associated with environmental assessments or reports, preliminary engineering or design work, or project construction, unless the legislature has approved the project by statutory enumeration”?

 

If not, AB 960 represents blatant discrimination against non-motorists.

 

I am working on a LTE which takes Brett Davis to task for this.  (Note that his home district includes my municipality, the Village of Oregon).  I hope to finish it over the weekend and submit to local paper and Madison papers.

AB 960 will thwart RTAs and local and state governments from beginning the studies and environmental, engineering analyses for extended or new passenger rail lines UNTIL a project is enumerated by the Legislature. This makes any rail projects far more difficult to get started.

certain rail passenger service extension projects be enumerated by the

LRB analysis:
This bill prohibits DOT, as well as any other state agency or regional transit
authority, from encumbering or expending any federal, state, or local funds for any
aspect of a rail passenger service extension project, including for costs associated
with environmental assessments or reports, preliminary engineering or design
work, or project construction, unless the legislature has approved the project by
statutory enumeration.

(NOTE: Specifically it states no such RR projects are enumerated as of passage of the bill.)
"(3) An agency or authority may encumber or expend funds for the following rail
passenger service extension projects:
