Same reason a 20 year old with a perfect driving record will pay more for car insurance than 21 year old with multiple at-fault accidents on their record: governments, and corporations, and courts always prefer to lump people into target groups rather than dealing with them as individuals. Being statistically dangerous gathers much harsher punishments than being actually dangerous...
