Speed humps (they are hardly "bumps" for a bike) were added recently to Spaight 
St. over here on the near east side.  I was initially annoyed.  Spaight St. 
used to be a nice route as well.  But once I got past the idea that speed humps 
are "bad", I realized that they really do keep cars <25 miles per hour, and 
they actually do not disrupt my bike ride at all.  At 15 mph on a bike the 
speed humps are just part of the terrain- they don't require shifting- I just 
cruise over them.  And each time I cruise over one I relish it.  

So maybe if auto traffic is diverted speed humps aren't necessary.  But a speed 
hump here and there keeps the wayward auto from going too fast on a residential 
road.  That's a good thing.  And I should hardly think that construction would 
be warranted to remove speed humps before it's necessary to do road repair.  
Think of a speed hump as your friend and you just might have fun the next time 
you bike over one.
