As a follow-up, the proposal for this section of Segoe is a buffered bike lane. 
 The cross-section would be
10 foot parking lane
7 foot bike lane
3 foot buffer (painted)
11 travel lane for motor vehicles
1 foot gutter

Attached is photo to give an idea of what this would look and feel like.  I 
took the photo in NYC, thus the bike lane on the left.  Despite the wider 
parking lane, drivers still have to park within 1 foot of the curb, so there is 
a de facto buffer on the parking side of the bike lane as well as the painted 
buffer between the bike lane and the travel lane.  And in the winter, even if 
the street is not plowed to the curb, there should still be enough clear 
pavement for bicycles between the parked cars and the travel lane.

The City of Madison is in the process of replacing the water main and service  
laterals, MG&E is replacing the gas main and then the City will resurface South 
Segoe Road from Hillview Terrace to Regent Street. The project will include the 
spot replacement of the concrete curb and gutter, drive aprons, and sidewalks 
due to the poor existing condition or for the installation of the above 
mentioned utilities. The street will then be milled and resurfaced with asphalt 
pavement.

The primary purpose of this meeting is to discuss the proposed changes to the 
lane configuration in conjunction with the resurfacing project. The City is 
considering reducing the traffic lanes from two lanes in each direction to one 
lane in each direction with bike lanes, from Mineral Point Road to Regent 
Street. This change would require the removal of about 100 feet of parking on 
each side of Segoe Road at the Mineral Point Road and Regent Street 
intersections. We would also like to propose pedestrian bump outs for the 
mid-block sidewalk crossing just north of Oconto Court to improve pedestrian 
safety at this location.
