I would definitely include the alder for the area, since s/he may or may not
be supportive, and the project may or may not have been difficult.

If s/he is supportive, it's nice to get positive feedback, since so many
people only give negative. It's nice to know someone appreciates when things
go well.

If s/he is not supportive (or maybe ambivalent/not knowledgeable), but
bike/ped facilities got built anyway, it's a way of showing that these
things matter to many of us. I have seem more than one elected official
change attitude when enough people start talking about the same subject.

[warning: pep rally for grass root advocacy below]

And one more reminder, for those that lurk, but pay attention: Talking to
your elected officials at all levels of government about the need to fund,
build, maintain, and encourage better transportation options - including
safer, more pleasant walking and biking - is never a waste of time. Take it
from me, the more people take the time to contact alders, county
supervisors, state legislators (Assembly and Senate), Congresspeople and
Senators, the faster we can have have real transportation choice and a
safer, saner way to move around.

Even if it's not facilities, or you don't know about a specific project that
needs attention, just telling your elected officials that better, safer,
easier walking and biking is important can make a big difference. There's
more to making the world a great place to walk and bike than just
engineering. We need education, encouragement, and enforcement of laws as
well. (Plus a bunch of other Es.)

You are the constituent, and you matter more than all the lobbyists and
corporate shills when it's election time. And don't forget to vote!
