George, if I may, the biggest issue in the 100-second delay is not commuter time. It's dozens of gas and diesel-powered vehicles idling and burning fuel to no purpose. Also, the slowing down and speeding up for the intersection burns tons of fuel, and at engine levels that have the highest pollution emission rates. (My hybrid vehicle doesn't, the gas motor shuts down while I'm waiting. If it's warmed up sufficiently.)
50-mph roads with frequent stoplights are dinosaurs for good reason.
