You go up to the kiosk, remove a cart, take your stuff where you need to take it, and then return it to any other luggage cart kiosk in the airport. You don't have to take it back to the same place, and you probably only need it for a short time. B Cycle, and other similar programs around the world, work like that. You walk up to a kiosk, either swipe your membership card or use your credit card, and take out a bike. Ride it to your destination, or close by, and return it to another kiosk. Think going from the Capitol to the Harmony, or from UW Hospital to Park St. It's going to be used by people that don't normally use a bike for transportation or don't have their bike with them at the time: bus riders, carpooler, people that drive but just want to run a short errand without driving, people that normally walk, or even bicyclists that just don't happen to have their bike that day.
