Perhaps. I've never seen anyone seriously drunk (or otherwise mind-altered) at
the Fete, but I'm usually not paying attention to that.

One thing I have noticed on the Wilson Bike Boulevard is that the lighting
isn't as good as it might be. With lots of bikes, lots of parked cars, and
(unfortunately) a lot of riders without lights after dark, crashes are
inevitable.

I hope the biker comes out of this OK.

Ah, that would make sense. The position of the person on the ground, and the
seeming absence of a car involved puzzled me. If s/he hit a parked car, then
the scene would seem more logical.

Wonder if a person returning from the Fete couldn't "hold their line."

I had http://radioreference.com on listening to police calls at the time.
They were reporting a bike vs. parked car. I think that's all that was said
on the air. There is a surprising number of bike calls, most of which don't
seem to be anything. This one mentioned blood tho, so I paid a bit more
attention.
