Perhaps. I've never seen anyone seriously drunk (or otherwise mind-altered) at the Fete, but I'm usually not paying attention to that.
One thing I have noticed on the Wilson Bike Boulevard is that the lighting isn't as good as it might be. With lots of bikes, lots of parked cars, and (unfortunately) a lot of riders without lights after dark, crashes are inevitable.
