The State Assembly Committee on Urban and Local Affairs is holding an
executive session on AB303 (The Smart Growth opt-out) which began at 9:00 am
today.  There is no video on Wisconsin Eye, but you can subscribe to updates
on the state's website.  Contrary to this bill's title, current law does not
mandate smart growth, it mandates that municipalities create comprehensive
plans for several key areas of development.   What current law provides for
bicycle advocates is an opportunity to get bicycling considered regularly as
part of the planning process.  Plans can be updated under current state law.
What this bill does is allow municipalities to opt out of the state mandate
that they stick to their plans.

Only two groups lobbied in favor: The Wisconsin Transportation Builders
Association, and the Great Lakes Timber Professionals Association.

 

8 Groups lobbied against, including Dane County, Waukesha County, and the
Wisconsin Realtors Association.

 

4 Groups offered advisory opinions on the law, but did not register for or
against.

 

 

The Bicycle Federation of Wisconsin did not lobby on this bill.
