As I mentioned at the Mayors "Vision" for bicycling in Madison event earlier
this year, Major road spending from 2007 is up 20%, while bicycle spending
is up 1.1% in the 2012 budget.  And that included the Mayor's delay of some
street reconstruction projects and an additional $400k for bicycling
facilities.  Mayor Soglin seemed to think that only the change in numbers
this year mattered - and while that is all the current Mayor had a say in,
the larger picture is that the city is clearly more willing to clear the
backlog of major streets projects than it is to clear the backlog of
bicycling projects that have been piling up over the last 5 years.
